The Expo 2010 Shanghai China will be held from May 1 to October 31, 2010 in
Shanghai China. In order to hold a successful, splendid and memorable global
event, the Bureau of Shanghai World Expo Coordination is authorized to solicit
mascot design around the world by the National Organizing Committee of Expo 2010
Shanghai China. The solicitation starts on January 17, 2007 and will close on
May 31, 2007. For the detailed requirements and qualifications with regard to

2010 Shanghai China

The Mascot Design Solicitation for the Expo 2010 Shanghai China (hereinafter
referred to as "the Solicitation") is to select the official mascot for the Expo
2010 Shanghai China (hereinafter referred to as "Expo 2010") with the efforts of
the whole nation and of the world alike. The Solicitation and the Mascot will
communicate and promote the idea of Expo 2010, Comprehension, Communication,
Happy Reunion and Cooperation and the theme of Expo 2010, inter alia, Better
City, Better Life, to the whole world.
1.Organizer
The Organizer of the Solicitation is the Bureau of Shanghai World Expo
Coordination (hereinafter referred to as "the Bureau"). The Bureau sets a mascot
design solicitation office (hereinafter referred to as "the Solicitation
Office") to be in charge of the Solicitation..
2.Solicitation Period
The solicitation starts on January 17, 2007 and will close at 6 p.m. Peking
time on May 31, 2007 (hereinafter referred to as "the Deadline"). Any proposal
submitted later than the Deadline will not be qualified for the Solicitation
regardless any reason whatsoever.
3.Participant
3.1. Any individual and/or organization who is interested in and support Expo
2010 may participate the Solicitation. Participants shall fill in and sign the
attached Application Form of Mascot Design Solicitation for the Expo 2010
Shanghai China (hereinafter referred to as "the Application Form") and the
Commitment Letter of the Author(s) for the Mascot Design Solicitation for Expo
2010 Shanghai China (hereinafter referred to as "the Commitment Letter"). The
Participant is required to submit the Mascot Design, the Application Form and
the Commitment Letter (the three aforementioned essential documents referred to
as "the Proposal") before the Deadline, in the matter stipulated in the Rules.
3.2.Any individual and/or organization who takes part in the organizing and
selecting procedure of the Solicitation are not qualified to be a Participant.
3.3.Participants shall not mislead the public to any non-existing
relationship between the Participants and Expo 2010. Without prior written
permission from the Bureau, the Participant is not allowed to promote their
participation.
4.Proposal
4.1.Each Participant shall submit a Mascot Design, the Application Form and
the Commitment Letter. Missing any part of the above documents will disqualify
the Participant for the Solicitation. Each Proposal shall be written in Chinese
and/or English. In case of the use of both languages, the Chinese version will
prevail.
4.2.Mascot Design shall include the drawings, the title and the introduction
of the mascot design, and which shall consider the following:
4.2.1.The image and title of the mascot design shall match with the theme of
Expo 2010–Better City, Better Life. It shall also represent the idea of Expo
2010 -- Comprehension, Communication, Happy Reunion and Cooperation.
4.2.2.The drawings of the mascot design can be expressed through one drawing
or multiple drawings of various scenes, poses and colors.
4.2.3.The drawings shall highlight Chinese cultural features, be
personifiable, and adored by the public. In terms of expressing methodology, it
shall be applicable to communication and re-creation through extended graphic,
3D and electronic media.
4.2.4.The mascot design shall try to indicate one or a few elements from the
following:
a.The emblem of Expo 2010(wholly or partially)
b.EXPO 2010 (Capitalized or not)
c.SHANGHAI EXPO (Capitalized or not)
d.BETTER CITY, BETTER LIFE (Capitalized or not)
e.
If Participants need to use emblem of Expo 2010, they may contact the Bureau
in the way mentioned in Article 5.2 or 5.5 of the Rules.
4.2.5.The drawings of the mascot design shall include both black and white,
and colored versions, which are printed or drawn on A4 paper separately.
4.2.6.The title of the mascot design shall include both Chinese and English
names. The names need to be marked at the proper position of the drawings. The
names should be easy to pronounce and remember, and will not lead to any
confusion.
4.2.7.The introduction of the mascot design will help the panel to understand
the proposal. The introduction shall illustrate the idea and rational of the
design, as well as the meaning of the title. The Participant shall print the
illustration or write clearly on A4 papers. The introduction shall be clear and
complete. The title of the introduction shall clearly mark the title of the
mascot.
4.2.8.The Mascot Design shall not contain any information relevant to the
author(s). All such information shall only be filled in the Application Form as
required.
4.3.One Application Form shall be submitted for each Proposal, filled in and
signed by the Participant(s). For the participation of an organization, the
Application Form shall be sealed with its stamp, and the signature of its
authorized representative.
4.4.One Commitment Letter shall be submitted for each Proposal, filled in and
signed by the Author(s). For the participation of an organization, the
Commitment Letter shall be sealed with its stamp, and the signature of its
authorized representative. In case of more than one authors, the Commitment
Letter shall be signed by all of them.
4.5.The Proposal shall also meet the following requirements:
4.5.1.The Proposal shall be original, and has never been published or known
to the public before by any means.
4.5.2.The Proposal may take any style, provided that it is in compliance with
the laws and regulations of the People's Republic of China, and social public
order of P.R.C.
5.Participation
5.1.No application fee is required for the participation.
5.2.The Proposal shall be submitted to the following address via either mail,
express or direct delivery(no other delivery means is acceptable):

5.3.The date of the submission shall be the time upon which the Proposal is
received by the post office where the Solicitation Office is located, or the
moment indicated on the receipt by the Solicitation Office.
5.4.The Participant will be deemed to have acknowledged and accepted the
Rules, once it has submitted the Proposal. The Participant may make further
modifications or corrections to its Proposal before the exclusion of the
Deadline.
5.5.The Participant(s) may download the Rules, the Application Form, the
Commitment Letter, and the emblem of Expo 2010 from the official website of Expo
2010 at www.expo2010china.com.
6.Evaluation of the Proposal
6.1.The Solicitation Office will invite experts from relevant expertise to
set up a panel for the evaluation of the Proposals. The Evaluation Rules will be
otherwise formulated.
6.2.The National Organizing Committee of Expo 2010 Shanghai China(hereinafter
referred to as "the National Organizing Committee") reserve the final right for
the decision of the Winning Design for the Official Mascot of Expo 2010.
7.Awards
7.1. RMB 10,000 will be awarded to each of the 10 selected Excellent Designs.
7.2. RMB 200,000 will be awarded to the Winning Design for the Official
Mascot of Expo 2010.
7.3.Authors of the above-mentioned designs shall be subject to taxes
according to laws and regulations of relevant countries and/or regions
(including but not limited to that of the P.R.C.).
7.4.Certificates will also be granted to the authors of the above-mentioned
designs, in the name of the National Organizing Committee.
7.5.The awards will be granted by proposal. Co-authors may share the awards
in the way agreed by themselves.
7.6.The award (in the form of cash or cheque) and the certificate shall be
granted to the Participant(s) or its/their authorized representative(s) in
writing. If there are more than one Participants, the award (in the form of cash
or cheque) and the certificate shall be granted to the first author listed in
the Application Form or its authorized representative in writing.
7.7.The result of the Solicitation will be put on the official website of
Expo 2010 by the Solicitation Office.
8.Announcements
8.1.No design proposals submitted to the Solicitation Office shall be
returned. The participant shall reserve the manuscript itself.
8.2.The Solicitation Office shall not be held liable for any loss or damages
of arising due to late submission, any damage or loss of Documents as an
incident to the process of submission (including and not limited mail in delay
or loss, mistake delivery, mail stolen etc.)
8.3.The copyrights of the Proposals are protected by the laws of the P.R.C..
For the Winning Design for the Official Mascot of Expo 2010, all its
intellectual property rights (including but not limited to copyrights and all
rights in relation to its extended graphic, 3D and electronic media) will fall
within the possession of the Bureau from the time of its creation. The Bureau
reserves all the rights of its usage, development, modification, license and
protection and etc.
9.Miscellaneous
9.1.The Rules and its relevant documents shall be made both in Chinese and
English. In case of any discrepancy, the Chinese version will prevail.
9.2.The Bureau reserves the rights for the interpretation of the Rules and
any other documents with regard to the Solicitation. Any unresolved matters
related to the Solicitation will be further regulated and interpreted by the
Bureau.
9.3.The Solicitation shall be governed and construed by the Laws of the
People's Republic of China.
