True to the decisions and the instruction that the preparatory work shall be launched in an all-round way and heatedly made at the 4th session of the Shanghai World Expo Organization Committee, the Shanghai municipal government has particularly listed the plan of welcoming the Expo by proper behavior into the eleven practical work projects to be finished in 2007. The plan is to start the Etiquett training program for millions of families, providing channels and stages for the citizens to take part in the Expo by arranging series of activities, and to build 20 community cultural activity centers to promote the construction of communal culture.

The year of 2010 in which the Expo Shanghai is to be held is an important opportunity to show the image of Shanghai to the world. The improvement of the citizens' etiquett is also a major precondition of the success of the Expo. Since the success of the Expo needs the concerted efforts of all the citizens, such a practice of Shanghai municipal government is to publicize the point to and guide the citizens to form a habit of proper manners consciously so as to form a good social atmosphere and foster a good city image .
